Program Development mitra-mitra APiH

APiH (Aceh Partnerships in Health) adalah program kemitraan antara McFarlane Burnet Institute for Medical Research and International Health (atau dikenal sebagai The Burnet Institute), the Australian International Health Institute of the University of Melbourne (AIHI) and World Vision Australia (WVA). Didirikan Februari 2006 dan berakhir Desember 2008. Programnya meliputi Adolescent Health, Disability, Policy and Planning, Mental Health dan Organisational Development (OD).

Dalam program OD (pengembangan organisasi), APiH memfasilitasi mitra-mitra untuk menjamin keberlanjutan/sustainability program-program di masa depan. Untuk itu kami menginisiasikan rangkaian kegiatan lokatulis (writeshop) dan konsultasi dalam penyusunan program kegiatan/proyek 2009 dan seterusnya.

Meskipun disadari bahwa sebagian mitra masih memiliki kelemahan dalam penyusunan program dan belum memiliki kerangka strategis rencana ke depan (strategic plan), namun setidaknya dengan lokatulis dan konsultasi, para mitra lebih memahami bagaimana merencanakan kegiatan berbasiskan pengelolaan/manajemen daur proyek (project cycle management) dan menyusun analisis kerangka kerja logis (logical framework analysis) sederhana.

Rangkaian kegiatan dimulai dengan Lokatulis Penyusunan Logframe (Logical Framework Writeshop) selama tiga hari non-stop (sampai malam-malam). Tim yang terdiri dari Agung Wibowo, seorang profesional manajemen, manajer berbagai proyek humanitarian dan seorang capacity builder bersama dengan Khairul Anam, entrepreneur sekaligus profesional trainer motivasi dan manajer berbagai proyek nirlaba serta Dina Wahyuni, profesional akuntan, konsultan dalam bidang manajemen keuangan dan akuntabilitas.

Kegiatan kemudian dilanjutkan dengan konsultasi ‘individual’ setiap mitra di kantor masing-masing mitra, pada minggu-minggu berikutnya. Kegiatan konsultasi memakan waktu lebih dari 5 jam. Hal ini terjadi karena ketatnya pencapaian hasil yang maksimal dari pemahaman logical framework analysis yang ingin diraih. Masing-masing mitra yang terdiri dari lembaga pemerintah dan nonpemerintah telah berhasil setidaknya menyusun rencana proposal kegiatan durasi satu atau dua tahun ke depan.

MAP (Medan Aceh Partnership) sebuah lembaga yang fokus pada pendampingan ODHA (PWLHA). MAP telah memiliki mitra dengan berbagai kelompok sebaya seperti VG (Violet Grey) dan juga KDS ODHA di Aceh. Selain itu MAP juga mendampingi kelompok jurnalis AJFA yang peduli terhadap isu-isu HIV/AIDS. YAKITA (Yayasan Harapan Kita) dan AYOMI (Aceh Youth) juga menyusun program pendampingan kesehatan reproduksi remaja serta memberikan pendampingan kepada penghuni Lapas di berbagai tempat di Aceh.

Dinas Kesehatan di Bireuen dan Pidie juga mendapatkan dukungan untuk membuat kegiatan dalam bidang kesehatan jiwa dan kesehatan remaja. Dan terakhir YP3CA yang menangani difabel atau orang-orang dengan kecacatan (persons who live with disabities) juga mendapatkan dukungan.

Semakin tampak bahwa masing-masing program dan isu semakin menguat pada persoalan advokasi, mainstreaming dan kebutuhan akan pendekatan berbasis HAM semakin menguat. Kegiatan yang berdurasi selama 2 bulan ini memperkuat basis kebutuhan akan penguatan lembaga dalam RBA (Rights-based Approach) dan RBP (Rights-based Programming).

APiH – Organisational Development

Activity 1.3.1 Proposal Writing for APiH Partners Workshop

Background:
The Aceh Partnerships in Health (APiH) is a health program facility to develop the capacity of local organisations to deliver quality health services.  The facility is implemented through an association of McFarlane Burnet Institute for Medical Research and International Health (Burnet Institute), the Australian International Health Institute of the University of Melbourne (AIHI) and World Vision Australia (WVA) with funding provided by WVA.  Commencing in February 2006, and mandated to December 2008, the Facility currently focuses on HIV, Adolescent Health, Disability, Policy and Planning, Mental Health and Organisational Development (OD).

The APiH Program has identified as a key strategy the ongoing and concentrated effort around Organisational Development of its funded partners.  Organisational development activities aim to ensure effective and efficient implementation of projects by APiH partners as well as contribute to the sustainability objective of the APiH Program.

The Plan that:

  1. Participants are engaged in the assessment of needs for each activity;
  2. Expected outcomes and deliverables from engaged resources are clearly articulated;
  3. Selection criteria is in place to ensure the best available resource(s) are engaged for delivery;
  4. Activities meet the needs of the participants;
  5. Inputs are of an appropriate quality (technical content, delivery & resources);
  6. Activities are monitored and evaluated consistently; and
  7. Timing of events does not place a strain on partner organizations whilst they continue to implement APiH funded projects.

Description of Activity
The training is intended to equipped partners with proposal writing skill to enable them in writing a proposal for various reasons (submit to donor, etc…) such that when APiH closes by the end of year 2008, APiH partners are in better and stronger position to sustain.

Need for the Activity:
Based on information provided by partners, it is very clear that they are very weak in developing a proposal, and on the other hand, proposal writing skill is very important for APiH partners to have because that could mean a survival for them.

The training is also important because it will open the whole new way of thinking for partners, and they will also learn how to present their ideas in a much more organized and well structured ways.

Expected Outcomes:
At the end of the training, All Partners are expected:

  1. APiH partners understand about the importance of a proposal
  2. APiH partners understand the strategy in writing a proposal (assumption: APiH partners currently do not understand the strategy in developing a proposal)
  3. During workshop, APiH partners could develop a proposal framework and at the end of the training each APiH partner has developed at least a draft proposal. The draft will then be completed independently by each partner with supervision/assistance from the facilitator after the workshop.
  4. For the long run, APiH partners know how to seek help when they need assistance in writing a proposal for a particular purpose/donor.
  5. APiH partners know who are the potential donors.

Methodology:

  1. In the end of the training, proposals will be drafted by each partners participants. The proposal that submitted in the end of the training will be pre-evaluated by facilitators and ask suggestion from APiH.
  2. A guidance material will be provided for partners participants to enable process of assistence in developing proposal draft. The guidance material will be sent to APiH and APiH can suggest some inputs regarding different approach on proposal writing, methodology, issues, focus, etc which maybe suitable.
  3. The training will delivered by 2 facilitators through adult learning approach which will combine lecturing and discussion (20%), group discussion (30%) and workshop and exercise (50%).
  4. Pre-test (before the training start) and post-test (evaluation in the end of the training) will be launched to evaluate partners participants capacity to evaluate added value captured during the training.
  5. Every partners participants (each organization) has to submit the title of the proposal before the training (can be changed during the training).
  6. During the training there will be daily evaluation (3 times) by partners participants and at the end of the training partners participations will give evaluation and feedback to the training including evaluating the facilitators, the accomodations, the organization of the training, materials, etc.
  7. To follow up training 1 session of coaching is suggested to every partners participants at least 1 day to each partners participants. This process of coaching will take 6 days
